Is this feature available for all?
No, this feature is restricted to only limited users, especially those users who receive good traffic on their website/blog. Also, the quality of the blog/website matters a lot when Google introduces such features.
The Matched content feature is not available to all publishers. To be eligible, you must have a site that meets our minimum requirements for traffic volume and number of unique pages. We’ve put these requirements in place to ensure that Matched content provides a great experience for you and your site visitors. Once your site is approved, you’ll have access to the Matched content feature in your AdSense account. <Original Source>

It would take some time for Adsense to roll out this feature for everyone. Generally, Adsense first tests out the feature with few selected publishers and then slowly rolls it out to all publishers once they have fixed the bugs. So, if you haven’t got this feature yet don’t worry you should see it shortly. Even for me only a few of my sites were approved and a lot of them are still Not Approved to display Matched Content Widget.
